4. Hydrocarbons Coordinator – Latin American Energy Organization (OLADE), Quito, Ecuador. March 2008 – June 2010. Main responsibilities: 1) Analysis of the E&P contract (hydrocarbons sector) in Latin America; 2) Analysis of the price oil derivatives formation in Latin America; 3) Promote energy integration projects in Latin America.

5. Hydrocarbons Minister – Ministry of Hydrocarbons and Energy (Bolivia). November 2005 – January 2006. Main responsibilities: at that moment the President needed a technical person (not political one) to be in charge of the Ministry (and give some stabilization process) only for a couple of months until the new elected President took charge of the country. Mr. Rodriguez, as head of the judiciary and fourth in the line of succession, became president only to call elections within one year’s time.

6. Economic Advisor of the Executive Presidency – Bolivian National Oil Company (YPFB). La Paz – Bolivia. (November 2001 – January 2003). Main responsibilities: 1) Analysis of the tax system in the hydrocarbons upstream in Bolivia; 2) analysis of the price formation in the Bolivia-Brazil GSA of natural gas. Today Bolivia is the major gas export country in South America a tradition kept in the last 40 years ago.

7. Chief of the Norms and Control Unit, Viceministry of Energy and Hydrocarbons. La Paz – Bolivia. (April 2000 – February 2001). Main activities: 1) Propose modifications to the legal framework applied in the hydrocarbons sector in Bolivia; 2) Create economic models to evaluate different public policies applied to the hydrocarbons sector; 3) Interact with private companies to create the Pipelines Legal Framework in Bolivia; 4) Create economic tariff models for hydrocarbons pipelines.
